you must submit this application for registration on a qualified invoice issuer 
between October 1, 2021 and March 31, 2023. 

In the case where you are not a taxable enterprise for Japanese consumption tax purposes, 
we recommend to consider whether to submit this application for registration 
on a qualified invoice issuer by March 31, 2023.
